“Both Ukraine and Russia’s militaries heavily rely on unfettered access to the electromagnetic spectrum to achieve commander objectives,” the Defense Visual Information Distribution Service said. “And both sides have continuously engaged in [electronic warfare] through techniques such as jamming and spoofing throughout the war to achieve spectrum superiority.”

The upgraded F-16s are expected to play a crucial role in countering these Russian electronic warfare capabilities, potentially providing Ukraine with temporary air superiority in key moments of conflict.

Rapid Reprogramming and International Collaboration

The 68th Electronic Warfare Squadron at Eglin Air Force Base in Florida faced significant challenges in upgrading the F-16s’ electronic warfare systems. The squadron had to work with unfamiliar technology not in the U.S. inventory and meet a tight deadline for optimization.

“Most reprogramming centers would have said ‘no way’ when approaching this challenge; it’s uncharted policy,” said the 68th EWS chief engineer. “We looked at each other and we said, ‘If not us, then who? We’re the best people to do this.'”

Assembling a team of experts and young engineers, the squadron successfully reprogrammed the system in just two weeks, deviating from standard procedures. This rapid turnaround was made possible through collaboration with partner nations, including data sharing from Denmark and Norway, and work in a partner-nation laboratory.

The successful upgrade of Ukraine’s F-16s marks a significant step in integrating Western electronic warfare capabilities into Ukraine’s defense strategy. As an official foreign military sales case for the 68th EWS, Ukraine will now provide combat-tested data to further improve these capabilities for both countries and their allies.

“When you’re talking about a near-peer conflict, you need all of your coalition partners to operate with the same playbook so you can achieve spectrum dominance,” according to the 68th Electronic Warfare Squadron director. “One F-16 with a reprogrammed pod won’t achieve air dominance alone, but it may give you a pocket of air superiority for a moment’s time to achieve an objective that has strategic importance and impact.”

While these upgrades represent a significant advancement, it’s important to note that the Ukrainian Air Force will require time to fully utilize the F-16s’ capabilities, which include advanced weapons and electronic warfare suites. Future deliveries may include additional advanced munitions and targeting systems, further enhancing Ukraine’s air combat capabilities.
